Has anyone had this issue as well? Had I known, I sure would have rectified the situation immediately rather than owing big time in the end!!! Is this my fault?

I think they only take off 10% unless you specify you want more. It's no one's "fault" as much as it's simply how the system is. Most people will have other deductions anyway, so the amount owing is pretty small typically, if at all(I don't recall having to owe anything the year I got mat leave, and my husband has taken parental leave several times without owing generally).  
 
Be sure you took all your deductions, and think of it this way: you got to hold on to your money all this time instead of giving the government a tax-free loan until May 2nd.

Yes I am in the same boat as you. I didn't realize they didn't take enough taxes off and now I'm having to come up with a large amount to pay them. It's a lose/lose! If they would have taken more off each month, I wouldn't have had enough money for day to day, and now I have to figure out how to pay them!! So frustrating. I wish I would have known too!

Yup...same issue over here *sigh*

I have been on Mat leave since the end of June. I would have had an income tax return of around $250 but because The Universal Childcare Benefit was taxible income I now owe revenue Canada $60.
