Current School Trustees thinking....???

The current trustees have approved an Early Education program for 4 schools next year.
I agree children are not reaching Kindergarten prepared and this is needed... but the question is: why put the money for this now, when there is so much talk of not raising taxes... where is this money coming from? How about meeting the needs of the kids that are ALREADY in the system? I hope this won't take money away from students who already in school!
