I-Tunes download Questions??

Looking for answers regarding I-Tunes downloads. I want to load some apps on a I-touch before wrapping it up. I am hoping to avoid a slow if not crashed website tomorrow. Can I create an I-tunes acount and purchase content to put on an I-pod for someone else? Is it easy to use an I-pod with multiple computers and installations of I-tunes? Any help is appreciated.
