Usually there's a help key you can click on. Does yours not have? My usual software will link me directly to the relevant page on CRA's website.
Basically, it's asking you to allocate based on whether (and how) those expenses are taxed. If the expenses are incurred in Manitoba, probably only the GST applies (on your hydro bill, for example). Some provinces, like Ontario, pay HST instead of GST (the HST is the federal GST and the provincial PST rolled into a single tax, which is administered federally and then the provincial portion is paid out to the province), but that doesn't typically apply in Manitoba as we pay the PST separately directly to the province. There's probably an adjustment/rebate somewhere calculated based on your entries here.
The exempt would be if you paid no federal tax due to exemptions or being a non-taxable item. I'm not sure when that would happen for the categories listed.
Chances are everything will just get entered under the GST category and be done with it.
