If it’s an ongoing thing call a tow company.. maybe once it cost them some money they will stop

I find this annoying too. Unfortunately, as frustrating as it is, if it's a public street there's not much you can do other then ask them if they wouldn't mind moving. You can''t call a tow company as another poster has said as they're technically not doing anything wrong.  
It all comes down to courtesy and lots of people seem to lack that!

Maybe the city can put up a 15 min loading zone sign.

This is the main reason we moved to the country. We didn’t have a driveway and parked on the street in front of our house. the girl across the street rented out all her bedrooms and 2 of the 4 cars from that house always parked in front of our house. We had to carry our groceries half way down the street just to get to our house.  
 
We asked once if they could move a vehicle as we had a large item to take in the house. She told us no, it’s a public street we will park where we want. This was 15 years ago already! I didn’t think much has changed and cannot be happier in the country

Our block had two girls who would meet on our street, take one car and leave the other car on the street all day every day during the week. I thought it was a great thing for them to carpool and in a reportedly safe neighborhood. One obnoxious neighbour placed a note on their windshield and they never parked there again. He's an odd duck. He even parks his work vehicle on the street instead of in his double wide driveway or garage so no one can park in front of his house. He has enough space in his driveway for six vehicles plus two in the garage. The street is wide and has space for parking on both sides. Every house on the block has a driveway so there is usually no one or very few cars parked on the street. What am I missing? If there is tons of room, why would anyone care if someone parks on the street in front of your house? I hope the city is collecting extra taxes from him if he owns his portion of the street lol.  
 
The OPs situation is different of course but public space is still open to everyone. Maybe leave a note on the windshield. Worked for Mr. Entitled here. Good luck.

Isn't there a bylaw that one can only stay parked on the street for a certain amount of time (can't recall if it's like 48 hours)?

Try living on 12th St and having Manitoba Conservation as neighbours. The employees don't park in the large newly resurfaced and painted lot, that gets plowed at any indication of a snowflake. No, they park in front of our homes! There are several govt vehicles parked in the lot, but it is still only1/4 full all day long! Why aren't the govt employees utilizing the lovely parking lot available to them? Makes no sense.

Likely because they don't want to have to pay to park in the lot. Just because they are Government workers and it's a Government lot doesn't mean they park for free.

Why not give the employees free parking! They are maintaining the lot to the hilt anyway!

I can tell you as a government worker with "free" parking, it is considered taxable benefit at tax time. On a yearly basis it amounts to roughly $150.

Some people have forgotten the Golden Rule of treating others.  
"Do unto Others"  
"Treat thy Neighbour"  
" Treat others as one's self would wish to be treated"  
 
This sure seems to be lost in our society now .

Maybe they can put up parking meters for Neelin overflow !
