This document goes over fees charged by the city for different stuff. Scroll to the bottom of page 5 for landfill fees...  
OP is correct that for 2019 for loads of under 500 kilos the fee is now $5 after being $2 in 2018. 2017 was the first year that the prev $2 fee was put in place:

I mean you can go to the "landfill" and enter the site and drop off trees, metal, e waste, etc and not have to pay the fee unless you actually dump waste at the landfill section.  
How much extra garbage do people have to drop off that can't be put in their regular bin.

still cheaper compared to most other landfills. And landfills charging for dumping is not uncommon. So it should not be a surprise that ours charges.

I'm sure the city increasing the residential fee will help stop people from dumping their garbage down a quiet dirt road at night time......  
 
People are lazy and cheap and the city will probably find garbage all over the city and around it in the coming months.

I've been to the landfill many times last year without a fee charged. Although it was always to dump tree branches and metal. Not landfill.

In portage it’s $9 for a basic load. Don’t complain. It could be worse.

It is still reasonable at $5. Compared to other cities we are still doing alright. As with anything there will always be resistance. Rid of back lane dumpsters....no more dumpster fires and I didn't hear bush dumping of garbage becoming a problem. $2 fee.....didn't hear more about garbage being dumped where it shouldn't.

So with the cost for fee’s going up what is the new cost for commercial people. The old one was $42.50, so before everyone complains of the $5 dollars

Re comment on no notice, the fee schedule had first reading at council on Dec 3 and second and third reading on Dec 17 and so the info was out there... but I’ll admit that your post was the first I’d heard of it.

1984Fadedstar: I see Portage actually bumped theirs another $1 to $10 for 2019.  
 
Just as an aside, have seen some feedback that we’ll see garbage in unsuspecting spots. To make sure that all the info is out there and that those folks know what they might be getting into these bylaw links give an idea of penalty and process that one might see be enforced in cases of random dumping of garbage around the city:

FYI I’ve added a buzz post on this topic and linked it to this thread. Kdj starting this thread is a good example of how I see the connection between buzz and the forums. Having a buzz on the front page of the site is sort of a modernizing of the old “hot topic” that used to be on the front page to draw attention to topics that have people talking and so far any thread that’d been featured seems to have had more lasting power as an ongoing dialogue. Lasting power means more chance for more perspectives and to learn more about a topic.

People may not have complained about the $2 cost but as costs rise, people will chose alternatives to taking to the dump. People will start dumping at the end of roads , abandoned yards... anywhere they can get away with. These dumping grounds can be fire hazards. The cost to the city will increase as they will now be required to go pick up from these drop off areas or risk constant complaints from the public. It would be cheaper for the city to NOT increase these fees to encourage people to bring their garbage to the dump.

I found the page with the price and as a small handyman no customers is going to pay $75 per trip of their garbage. Thanks Brandon for killing some of my jobs

My taxes are paid to cover my garbage pick up and allow the dump to function in a way that I pay $5 instead of more as other cities charge. My taxes don’t cover you wanting to make some money by doing handyman jobs and dumping the garbage. You wanna make money? Make money but don’t whine that the city’s policies don’t cater to you utilizing the system to make money. Suck it up or move on to a new revenue stream.

Just had a look at the document and if I'm looking at the same line for commercial rate I noticed that the rate is the same as last year. Also says that that rate is per tonne with minimum charge of 1/2 tonne which I read as meaning not every commercial load is $75....... but I know zip about commercial rates and would be curious to see an example or two of how someone was charged commercially last year.  
 
Also re commercial, I was reading the Brandon Sun story this morning on the proposed tax increase that sanitation and reduced commercial revenue were one of the major challenges they're having to account for in this year's budget. They say that theres a program in place to address, though not clear on what that program is.

Most trips I took too the dump cost me $42.50 last year and I’m just a handyman doing small Reno jobs. In the end you the customers of handyman/contractors will be paying a lot more then just the $5 you think it costs.

If I were in your shoes I’d be giving Sanitation a shout to clarify what rates applies to you. I just don’t see anything at that link that would point towards any mass difference in commercial from last year to this year. If you do please consider sharing what you learn in case someone else has the same question.

most contractors put the dump fee in there quote and most people understand that on there quote now if you are paying out of your own pocket for dump fees well thats just not very smart

Not saying this is connected because you will see this kind of thing from time to time, but a few folks in this thread had expressed concerns about this sort of thing. This shot taken this AM just off Brandon ave.

And then the owner of the property on which it is dumped will be responsible for getting it to the dump whether it belongs to them or not.

I see this fairly regularly around the apartment buildings near my work. They always disappear, so someone is taking care of it. It's possible that some folks don't understand the proper procedure for getting rid of larger stuff, or maybe some just don't care. It may be that it would have happened anyway, not just because of an increase in dump fees.
