I am looking for a 8x10 area rug for my living room and I can’t seem to find anything I like. I went to a store a while back in Ontario where they had loads of “leftover” carpeting and such. They would cut it into any size you needed and put an edging around it, for a relatively good price too. I am just wondering if there’s anywhere like that around here?

I have had that done when I lived in Winnipeg at a place called End of the Roll, which is a carpet remnant store. It's a nation-wide chain I believe.  
 
That being said, I think anyplace that sells and installs carpet can do binding. Have you tried calling Jenkins and Stewarts? I seem to remember Stewarts specifically having sort of a remnant business model and would do that, but I might be misremembering (sorry to Stewarts if I am!).  
 
Try both of those. Good luck! Flooring is such a frustrating thing to shop for.

I just had a couple of doorway mats made at Stewart's. Choose the carpet you want. They help you select a nice binding for the edge.  
By far the most reasonably priced in comparison to others we looked into to.
