The law or justice

A recent series of carjackings in Southern Mb has set off discussion again about deterrents to gang and youth crimes.
One of the most common phrases used is "the justice system".
Do you believe we have a "justice system" or do we have a "legal system" where justice is blindfolded as seen by the statue with the scales, and the letter of the law is consider more important than justice?
