Neighbors stealing hydro for their cars??

I am looking for some ideas...today I was informed by a tenant of a rental property I have that a car that belongs to someone across the street and a house up have been using THEIR plug in stand, running a cord across the street, to plug in their vehicle. What do I do? I was thinking about swinging by the house and having a "friendly" chat with the owner of said vehicle, if I can figure out who it is...would I be goinng overboard calling the cops for stealing hydro? Thoughts please!
