Mexican Vacation!?!

A couple of friends and I are planning on going down somewhere in Mexico at the end of April... I was wondering...
-how others would recommend booking, through a travel agent or online and if online which site?
-Also where to go in Mexico, we want to go all inclusive and don't want to spend alot of money
-Do you fly out of Winnipeg or is somewhere else cheaper
