Immigration

I have no opinion on this topic, just wanted to pass on what I had heard.
A CBC broadcast stated that Manitoba lost 20000 people last year and gained 11000 through immigration. It is predicted that the skilled labor base will continue to leave the province and that immigrants tend to stay. They hope that immigration will double within the next ten years. On a "talk back" feature of CBC it was said that this is what is keeping Manitoba as a "poor" or a "have not" province because immigrant workers will work for alot less than skilled labor.
What are your thoughts on this?
