My current temperature set in my rental up north for work is 12 degrees Celsius per my landlords request. They had asked me to drop it from 15 -19 degrees Celsius that I was told to keep it at all winter. It was colder inside than outside today.  
What do your landlords tell you to keep your heat at?

Might be wrong here but I don’t think they can tell you what temp to keep it at. Maybe if they asked you to pay any overage over a certain amount per month that may be acceptable? Or better yet, let you pay hydro yourself which is the case for most rentals. You use the heat, you pay your own bill!

Cannot make you keep the heat that low as per the Manitoba rental board.

We keep our heat at about 17 sometimes 20 on colder days.

12 is chilly. Average 'comfortable' temp is 15C. That's what we keep it at night: daytime more like 20C!

12 degrees??

The building I am in is heated by a boiler. There is a thermostat in my apartment, but it’s really just there to tell me how hot it is, and it’s generally 22 or higher. Thankfully I am not on the hook for the heating bill!

are you staying there or is it closed up for the winter?  
 
if its closed up they can ask for a minimum heat level to protect the property but if you are living there that is way to low to be comfortable and i wouldnt keep it that low for sure, i keep mine around 20

If living there average I have is max. 20C with it going to 18 at night.  
 
12 is way too cold-Unless you area away from the place for extended periods  
 
As for the min temp must be provided in the Tenancies link...21 is pretty warm. No wonder I see a lot of low income places with windows wide open in the winter.

Really people 12 is not that bad. When we were university students my roommate and I had our heat at 10 degrees at night and only 15 during the day. You wore warm clothes and layered blankets at night. If we were felt cold we did a workout video to sweat a bit or went to the library to study (win/win). After being cheap university students I now own my own home and we keep our heat at 17 usually. Anything above that seems unnecessarily warm! Lol

Personally, talking in Celsius, I like 20-22°. I prefer to not wear a blanket or sweater. ;) Now when I sleep, 18° feels cool...but then I have a blanket.

I think that insulation and drafts in the home need to be considered as well as personal metabolism (some folks are natural self-contained heaters...and some not so much). What you eat can also affect how comfortable you feel at some certain temperature compared to what others feel at that same temperature.  
 
12°C is too cold. It is okay for an empty building, but not proper for comfortable living.
