Private Security used as Public Police

Oakland is now one more city in the US outsourcing its police duties to mercenaries.
So now they have private security, cheaply paid and poorly trained, enforcing the laws of the nation. Sounds like Iraq. I wonder how much I would need to bribe to have them let me off the hook for a hit and run? Maybe have them rough someone up who owes me money......
The scary bit is that these are NOT isolated incidents. They already have private armies overseas. They've built private prisons and bribed judges to put juvenile offenders in them. Outsourcing of disaster relief has already occurred with Katrina and is looking to expand as a FIRST response not an emergency response. Now more private security is being used to police the public.
At what point do we figure out that maybe PRIVATE forces are trying to take control of the Public interest, step by step?
