Afghan civilian casualties

Wow: This really shocked me. The president of Afghanistan, who is supposed to be a sovereign leader with power over his country, is condemning NATO killing civilians.
Does this indicate that even "our side" wants us out? And does his comments demonstrate that he doesn't have control over his own country, that his just a puppet. Any thoughts?
