I live on the second floor of a apartment it's windy& some of the flowers are to delicate to bounce back from the wind just wondering what would be a better choice that would hold up ?

More seriously, consider Geraniums and/or Petunias, which are kind of like the workhorses in the floral field. They look OK, not fancy, but very Ok, (well actually they can be very very nice) and generally they'll take a lickin' and keep on tickin'. As long as you treat them respectably well.  
 
For instance. Take note that wind can be a drying wind and can suck the life out of any potted plant quicker than, well, quicker than water evaporates. So all plants, geraniums and petunias included, need some love and nurture to survive before, while and after stressed.  
 
Except cacti. They can suck it up. Unfortunately the cactus is not very flowery except periodically.
