Cedars prefer a shady area and do get winter kill. I have been looking into an evergreen not for shelter or privacy but for colour in a flower bed in the winter. The Medora Jupiter is supposed to maintain its pyramid shape with little need for pruning and it likes full sun. It grows up to 12-15 feet.
If I were you I’d go ask who is the tree experts at either the Green Spot or Alternative Landscaping locates on Patricia south of Brandon on 34th st. And talk with that person. They should be able to give some good options.
