Has anyone successfully kept deer out of their vegetable or flower garden using this technique: http://blog.seedsavers.org/blog/deerfence  
 
Any other (reasonably cost effective) techniques folks have tried out and found successful, or perhaps just inexpensive ways (materials) to use for a fence? We can't keep our dog out because she runs onto the road.

Our dog went on welfare. There were up to ten deer destroying our garden. I bought four ten ft posts from Home Depot. Then bought an electric fencer from PeaveyMart. Add a spool of electric cord and insulator.  
 
It was very effective. I ran five strands lowest 6 inches stopped prairie chicken s. Top at 72 inches.  
 
Hint remind the deer to unplug the unit before she goes to pick peas.

So farI find it works . I don't do it exactly as they have it in the arcticle. I use only one strand about the shoulder height of a deer. I run the fishing line through the pre drill holes that are in the T Bar Post I use. I go all the way around without a gate way as I am protecting three apple trees. Iam not concerned about the fawns crawling under. It is just the adult deer that I want to keep back. Has work for three seasons on the deer but it will not stop a moose. They just walk right through. lol

this is one article but there are many. The one warning I see is that deer in different areas have different tastes so you may have to experiment a little. Roses with thorns work in some areas; but are liked by deer in another area.  
 
Use in combination with a fence if you like. But a fence works as long as you don't have deer that can jump higher.

My parents use a motion activated sprinkler.  
If you are close to a garden hose that may work.

Motion sprinkler keeps critters out, big and small!  
I use "Scare Crow", Got them at CT  
Cant wait to turn them on once the freezing stops
