Unfortunately you are a little late for fiddle heads (I assume that is what you are looking to forage?) The ferns on my property are already in full bloom.

Legal or not (I believe it is NOT legal to transplant native plants) I think they should be left where they are. There are tame ferns for purchase at various nurseries. Leave nature be and let them stay where they belong. Again...personal opinion.
