Is it too soon to start planting potatoes, beets, or onions in brandon ..or when is it time.? thanks

Many people will plant as soon they can work the soil, it’s likely too wet right now. Some crops such as peas benefit from an early start and can withstand some cold well. Each area and each yard has its own individual microclimate. Raised beds can be planted earlier and if you have the luxury of growing under glass you can extend the season.  
For me there is still plenty of frost risk so I will wait until June, I have no interest in resowing frost damaged plants. My garden usually doesn’t get touched until my field crops are sown and that generally works out fine.

Garden went in last week

Yeah, it depends where you are and what you're planting. I've put in cold-hardy stuff this past week (spinach, chard, a few other greens, onions, beets, carrots, peas) but I have tunnels on some of those raised beds and planted n sections that don't usually get frost when it's a light one. It's a matter of knowing your micro-climates on your property.  
 
I've started hardening off some of my plants started indoors, but that's more so I can move them into the greenhouse contraption I have and get them out of the way. I don't anticipate them going in for weeks yet.

have standing water on our garden so will not be doing anything for a couple of weeks. Our soil is Newdale clay loam and drains really poorly.  
Growing season is going to be very short this year unless the autumn frosts arrive late.  
Local farmers are yet to be on the fields so possibly are going to have a rough year again.

Most gardeners in Manitoba know not to plant before May long as a general guideline.

Not sure if this wasa shot or not but I have been planting a garden for over 50 years and have always planted before May long and most years it is around the 1st or 2nd week in May and have never had a failure. Of course tomatoes and other such plants go in a little later but any seed plants can go in now. Generally my potatoes are in the ground in late April, if they get frozen off they come up again so no worries about that.  
Some people even plant certain things in the fall such as carrots.

I have been gardening for over 40 years and I almost always have most of it seeded by now but this year it is only getting dry enough to work now. I start my own plants and usually put tomatoes out early too in Kozy Koats or large steel pails with bottoms cut out. Once I get in ground they take off like crazy! I need to close the moxies or put blankets over cans if snows but I have NEVER lost any and between my mom and I we plant about 50 in our gardens. I also do corn at same time the farmers do theirs. Carrots, potatoes, peas lettuce onions are all safe to do early. If frost gets the potatoes it will just blacken the tops but they keep growing fine. I often start a row of lettuce in fall so I have super early eating. When we bought my sons farm it was November so the previous owners left their carrots in the garden and they were out till spring. They were the sweetest carrots I ever had. Some were soft but less than 25%. The only crop I wait a bit to seed is cucumbers, but those too are usually in by early to mid May most years. Really depends on your individual gardens. Both farmyards have gardens in full sun with trees around so of course that makes them warmer than if we’re out in open. I like to plant early so we can enjoy our veggies early. Come August/September I am in the combine full time so have no time to be making big meals and tending to gardens.

So OP hopefully you will have learned from the responses that every gardener is different as is every garden. There is no one right answer. Talk to gardening neighbours and friends, read some books on gardening in Manitoba and experiment. Given time you will find what works for you in your space as you gain more experience. You will have failures and successes on your journey. Good luck and have fun.

We want to start carrots later this year to see if the 'let them get first frost' really improves their sweetness. If we left them in for that previously (planting them around May long wknd) they do get as big as my lower arm! Will have to see when frost hits our area in the Fall. We are just SW of Brandon. So are many variables as mentioned in these posts.
