in our local roadside ditch we have a couple of different Milkweeds, The first picture I believe is Showy Milkweed (Asclepias speciosa) . image below.  
The second I'm thinking is Swamp Milkweed (Asclepias incarnata), but a white flower rather than pink. image on right.  
If anyone could confirm my identification I'd be grateful.  
Have only seen around a dozen Monarch caterpillars on numerous plants this summer, definitely less than last year.

Everything I read says pink flower to as dark as purple. I've checked all of my foraging & ID books as well as online.

Did you happen to see any signs of monarch activity on it?  
 
It might be a good idea to see what an ID site might have to say too. Have you tried iNaturalist?  
 
I could also ask some herbalists on a forum I'm part of if you'd like. If it is what you suspect, they'd let me know. If it isn't, I'd likely get suggestions as to what it is. I'm not on here much anymore but if you pm'd me, I would get notified, unlike just replying on the open forum.
