What is the cheapest most effective way to kill a portion of grass?

I can lend you my dog to come over and pee on it. That should the trick!

Google natural weed killer. Vinegar/salt/water. It kills everything!

Pintrest is my go to for everything. Try there for a chemical free grass killer.

Burn it

Now I wasn't great at science when in school, but short of scalding hot water any thing the you add to the water could be classed as a chemical.  
There are farm operations spending big bucks to remove (salts) from the soil, and people want to add it because it's natural, same goes for vinegar, acids affect the ph of the soil and if you were trying to decicate a large area you would have to use a large amount of salt and vinegar, and that would be much different than just small spot spraying.

If you can wait a while, then the best way is to cover it with something like a tarp that will block the light.  
 
Chemicals work more quickly, but may taint the soil if you're planning on planting something else.

But Glyphosate is your best choice. (Roundup)

One of those things that is pretty open ended, and depends on the answer given by the purchaser.

If it's just a small patch lay plywood over it for a week or so... no chem required
