Free coffee at Mcdonalds

Mcdonalds on Richmond Ave. posted a sign outside of their construction site which said "Free coffee til the fence comes down". The Fence is still up, its still a mess around the restaraunt and they took down the sign last week and are now charging for coffee. Seeing that the construction fence is still up, the coffee should be free. false advertising?
