Customer Service (Pizza)

What are your honest opinions here . . .
My 14yo son is here for a visit and brought his allowance and savings from yardwork ($24). He asked if he could order himself breadsticks tonight and we allowed him to. We sat beside him as he made his call and placed his order.
Now, this pizza establishment can be tricky on the wording of two products similar, but are different. So we told him to just tell the operator to look in our file for what we normally get for $16.00-ish.
Then he asked how much it would be for half the amount and was told, but was ALSO TOLD he was under the $10 MINIMUM and asked "would you like to order anythingthing else to make the $10?" He thought he was being told that delivery was $10 and said no.
So, the food arrives LATE and the order came to $15.98 because of delivery and it is HALF of what we normally order.
Now, would it not have been LOGICAL for the operator to tell him that 20 is the same price as 10 when delivered??????
I feel disappointment that he uses his earned money to treat himself like this and experiences this. If they could tell him the amount was not enough, they could have just as easily said that the regular order costs the same!
So, when we called back, they said that it is not their fault because they suggested him buying something more to break the $10 .... but they also do not answer why they never suggested the regular 20 amount either.
To me, this was CRAPPPPPPPPPPPY customer service for a kid trying to act independently!
Please, honest opinions. I could be on the mark, or I might just be an over zealous mama bear but would appreciate your opinions . . .
