Ok I'm going to be a smart a$$.
It's summer time folks, it's called air conditioning, and when the temperature and humidity get up there it can really feel hot out there, and trying to guess exactly how warn it's going to be is sort of difficult, so I imagine most places leave the thermostat turned down, cooling a building off requires a fair amount of energy and it's likely more cost effective not to let it warm back up. I run on hot all the time and in a way find it refreshing to suffer a bit in a cool building as compared to suffering from the heat,
The point about staff is a good one, I mentioned to a teller about the store being cool and was told that if you were busy it seemed warm enough.
