I'm shocked that it outrages you that MPI are giving this 50/50 responsibility and if the light was green there's a chance she would get 100% at fault so it sounds like she is lucky (because there is no witnesses) that she is only getting half responsibility.
I've been on the receiving end of MPIs "bad" decision making when deciding who is at fault for an accident.
It's unfortunate that your daughter had to go through this. You can be the most careful driver on the road but there's always going to be idiots causing accidents that are unavoidable.
I sometimes get annoyed at drivers turning left in an intersection that drive through a red light but I also understand. They establish themselves in the intersection when the light is green (as they have a right to do so) but they are worried to go untill oncoming traffic is completely stopped because there's always that one idiot that tries to beat the light and cause an accident (like what sounds to have happened in the case of your daughter)
Good luck in trying to find a witness but I'd say this one might have to be chalked up to a life lesson for your daughter.
If she's established in the intersection and traffic's is still moving as the light goes amber, I'd say wait until everyone is completely stopped before trying to make your turn.
