I was wondering if there were any class 6 driving school in Brandon, and more I importantly if there were any spots where it would be legal for someone underage to practice driving a motorcycle, like in a parking lot or something, and who would need to be asked about it to do it, I drive a ninja 650

The only place that I would think it’s legal is if you were on private property. Someone’s farm or acreage. A parking lot in town, you must have a drivers license to operate a vehicle there.

A Class 6 licence is required to operate a motorcycle in Manitoba. You must be at least 16 years of age and hold a valid license of any other class to obtain a Class 6 licence. From MPI site. Also you have to register to take a motorcycle course. I would think only private property to practice.  
There are four stages to a Class 6 licence:  
 
M – Motorcycle training course stage: permits operation of a motorcycle while taking the motorcycle training course only  
 
L – Learner stage  
 
I – Intermediate stage  
 
F – Full stage
