window tint

ok. i bought a car last year. frsh safety and everything. i got pulled over the othger night for window tint veing too dark. thats how i bought the car. the garage that did the safety is supposed to fail it if you cant see threw it. so why should i be responseible when i thought the car was up to standards. anyone know what i should do? the garage is legally responsable right?
