When is it best to plug in the car?

Just wondering...but does anyone know what temperature it is best to plug in the car? Me and a friend are having a disagreement about this. Silly I know...but hey its our vehicles were talking about here! I plug mine it at about -25 and for sure if there is a windshield
My friend does it at -15. What about you?
