Hazardous waste charges ??

we had some work done on our suv at the newest ford dealer in town,they had to repair some bad wireing in the rear door.
labour was $161.00.(not a big deal), but the $17.00 ,shop supplies/hazardous waste removal charge has me scratching my head.is this the norm for having work done at local garages or did we get it from behind ? l gotta wonder how much hazardous waste can you pile up fixing a wire ??
thats kinda like me selling you a lb of hamburger for $1.39 but charging you $1.00 extra for useing my knife and cleaning up the cow poop..come on !!
