Is it just me or has anyone else notice that there seems to be more and more people jaywalking and just expecting cars to slow down for them?

plus they cross the street slow as if this is their right of way first without even looking expecting the driver will see them and stop.  
Winnipeg is the only big city in manitoba making a lot of small towns make people act this way maybe??? I'm from a place with few big cities so you know the drivers are not stopping for pedestrians then we don't cross as we feel like. Big cities are not big open fields do as you wish.  
Also I find some are unable to judge distances: a vehicle a block away for them seem like the vehicle is 2 feet away from them...they will never be able to drive in a big city, too fast for some.

Did that blood moon mess with everyone's driving abilities?!? Or they just giving out driving licenses now?! My gosh within 1 hour today someone passed us on richmond east over solid yellow while another car was coming, a car turned in front of a semi then hit the gravel because he had to turn so fast a guy flew through a crosswalk while an old lady was crossing seen 2 cars go through a red, one make a right and almost get rear ended.....what is going on in this city? I came home and sat on my couch don't think today was a day to be driving around lol

Crossing in the middle of the block is legal in Brandon, except the pedestrian must yield to vehicles.

Nopes. There's no shortage of jaywalkers who don't give squat about traffic. The police won't do anything about it. There are also things that just make you shake your head.  
 
A couple of examples:  
 
On Wed. On Princess Ave around 7:45AM, a person with a jeep pulled over at the intersection of 9th st and threw a flyer (or paper). A few blocks later, the same person did the same thing at another intersection. He then decided to pulled out right in front of me without looking. I guess the person can't be bothered to get out of their vehicle for a minute and throw his paper or flyer out.  
 
By the Central Autobody area on Princess Ave area, there's a school bus pick up. There's a parent with a truck who consistently parks where the school bus is suppose to park and load up the teenbops. The bus driver has no choice but load up the teenbops on the right lane instead being pulled right over to the curb. I'm not sure if it just a case of the parent just making sure their kid is safe and sound being around other kids or whatever but geez. A bus pick up is not a parking spot for parents! Its also comical seeing some the parents drive crazy when they are late dropping off their kids. The one time during the winter, there was a driver who could of very easily rear ended the school bus.  

Another bad place is the corner 0f 9th and Victoria by Superstore. There's constantly pedestrians playing leap frog in traffic. I'm surprise no ones been hit there.

A lot of nuts coming to a dead stop down Rosser lately - both in front of that Marketplace (I have also seen many people blindly whipping from the right hand lane across to park in front of the place - without looking at what is behind nor signalling...)  
 
I travel it day and night and the worst times are when the Market place is in use and when the college further down by the bus loop is starting or ending a day.  
 
Many drivers are stopping dead center of traffic to pick up students there.  
 
The absolute ignorance of some drivers is astounding.

about a hour ago, I was in the left lane on Rosser. Some idiot just ahead of me in the right lane decided to turn down left on 13th St, right across my lane. Slammed on my brakes and laid on the horn, don't how I missed them. They had the nerve to give me the 1 finger salute!!!

as a full time pedestrian, I'm tired of drivers risking theirs and others necks and bumpers when they stop mid street to let me or another jaywalker across. WE are taking our own chances by crossing when WE feel is safe to do so, and you're screwing it up for everyone. Forget watching for illegal crossers, and start paying more attention to the stop sign/sidewalk you blow past only looking in one direction, while a pedestrian is coming from the other side.

Noticed this the other day too!! From 1st to 12th street I saw 6 people cross wherever they wanted!!

Don't you pedestrians understand the law? Crossing in the middle of the block IS LEGAL, as long as you yield to vehicles.  
 
And, drivers, vehicles should not stop for pedestrians to cross in the middle of the block. (Unless a stop is required as not to hit one.)

Bob, have you a link to information that supports this? I'm not disagreeing with you, and I do it most everyday. I have been told it's not legal though, and know someone that says he was ticketed for doing so.  
 
I'd really like to know for sure what the law says.
