Due to Section 121 of the Constitution Act, 1867 provides that states  
 
"121. All Articles of the Growth, Produce, or Manufacture of any one of the Provinces shall, from and after the Union, be admitted free into each of the other Provinces."  
 
and the fact of the alcohol brought from Quebec to New Brunswick case ruling.  
 
Why would we have to pay PST through MPI in Mb on a vehicle purchased in Alberta?

because they make the rules and if you want to drive your vehicle legally, if you live in Manitoba they can make you do what they want. Just the same as taxing the thing at what they say it''s worth even if you got it not running/safety tested. if you paid 2000 you might pay tax on 6000 if thats book value for that year/model and the guy doing the paper work don''t like you. My last one got put through on the lowest value and it was worth 2000 as it was a fixer.so i paid lower tax. the one before I paid tax on twice it''s value as they valued it running and top book it wasn''t!  
It''s just a whole tax grab in reality as they could in theory get 10 times taxes at over inflated values depending how many times the thing sells and it''s not worth book value they say.  
MPI is famous for taxing the daylights on a new to you vehicle then when something happens tell you its worth 2 and try pay you 2 and they taxed 12 when you got it a couple months before.

Shortly after purchased my vehicle from another province, I also got a letter that I had to put in a security system (flob), because it had never been registered in Manitoba.

When i bought my car in ontario, I paid taxes there. Brought it back here and I paid taxes based on value of the car.  
 
I also did paperwork and send it in to ontario transportation to get the taxes reimbursed on the car. Ontario sent me a cheque for the taxes I paid on the car.  
 
So in the end I ended up saving money since I got reimbursed.  
 
Have you look into that?

Manitoba taxes a vehicle everytime it changes hands and is registered to a new owner.  
Meanwhile in Saskatchewan, it is taxed provincially one by the original owner.

I was given a truck from my parents & had to pay PST on it when I moved here & registered it...as above..was taxed on a much higher value than what it was worth. They told me it was because no one had paid the taxes on it in MB.  
 
The original quote says "shall be admitted free" - yup..admitted into the province but taxed to stay..

Keep in mind federal taxes versus provincial taxes... Constitution Act only regulates federal duties and taxes. GST is what this would be in reference to.
