Utility Manager

The Whitehead Elton Regional Water Co-operative Inc. is seeking a highly motivated and experienced Utility Manager to lead the operations of our water and wastewater systems. This is an exciting opportunity to oversee multiple utility systems, including water treatment plants, lagoons, booster stations, pressure reducing stations, reservoirs, and distribution networks serving the Rural Municipalities of Elton and Whitehead.
Position Summary
Reporting to the Board of Directors, the Utility Manager is responsible for the overall management, operation, and performance of water treatment, distribution, and wastewater systems. This includes ensuring the safe delivery of drinking water, proper wastewater management, regulatory compliance, and efficient day-to-day operations.
The successful candidate will be a self-motivated professional who can work independently while maintaining strong working relationships with Board Members, RM Councils, staff, regulatory bodies, contractors, and the public.
Key Responsibilities
- Water and Wastewater Operations:
- Oversee the operation and maintenance of treatment plants, lagoons, booster stations, reservoirs, and distribution systems, including daily testing, monitoring, and sampling to ensure optimal system performance.
- Regulatory Compliance & Reporting:
- Ensure compliance with all provincial and federal regulations, including Canadian Drinking Water Quality Standards. Maintain accurate records, logs, and required reporting to regulatory agencies.
- Coordination with External Agencies and Suppliers:
- Act as the primary liaison with the Manitoba Water Services Board, ensuring effective communication, reporting, and coordination on projects, funding, and operational requirements.
- Work closely with equipment suppliers and service providers to procure materials, coordinate maintenance, troubleshoot system issues, and support ongoing operations.
- Staff Leadership and Supervision:
- Lead, train, and supervise utility personnel. Coordinate work schedules, on-call rotations, and ensure staff maintain required certifications and training.
- Maintenance and Infrastructure Management:
- Develop and implement preventative maintenance programs, conduct inspections, prioritize capital projects, and oversee system upgrades and expansions to ensure long-term sustainability.
- Customer and Community Relations:
- Respond to inquiries from the public, RM Councils, and Board Members. Provide input and support during construction projects and infrastructure initiatives.
- Emergency Preparedness:
- Ensure 24/7 operational readiness and response capability for emergencies. Support and integrate with municipal emergency response plans.
Required Qualifications
- Grade 12 education or equivalent
- Manitoba Conservation Certification: Level 2 Water Treatment, Level 1 Water Distribution, and Small System Wastewater Treatment & Collection (or willingness to obtain within 6 months)
- Valid Class 5 Manitoba Driver?s License
- 5?10 years of experience in water and wastewater systems
- Strong leadership, organizational, and communication skills
- Proficiency in Microsoft Office and reporting systems
- Ability to work extended hours, evenings, weekends, and in physically demanding environments
