I’m living in a family and pet friendly apartment block. It has been really nice until a family moved into the apartment above me. They are quiet all day. At 11:30 at night they start to put the kids to bed, Dad is yelling or talking loudly, kids are screaming.  
I know it’s the reality of living in an apartment but is there anything I can do besides get ear plugs? Do I have the right to complain?

Make a complaint with the landlord. Quiet time I believe is 11pm

11:30 at night is way too late for them to be making so much noise, in my opinion. Every apartment I lived in had noise rules - does yours? Mine were usually around 10pm. Even so, the most reasonable first step would be to talk to the family. Maybe they’re oblivious and don’t know you can hear them? If that doesn’t help, then yeah, of course it’s reasonable to complain to the landlord about excess noise that late at night.

Who starts putting their kids to bed until 11:30? It's no wonder they're raising hell... they're all tired & grumpy from not going to bed on time! LOL Seriously, it's a simple noise complaint... Leave a note for them and tell the landlord what's going on. If it sounds serious and concerning or if it's driving you to crazy and they're ignoring your request for respect, then call the cops and get them involved. But, that will only escalate the tension. I suggest the note & landlord thing first and prepare to find another apartment (It's a tenants market right now, so finding another place should be easy enough during the winter). You can document and complain to the tenancy branch to open a file with them so you can prepare yourself for justification in breaking the lease agreement. As a landlord the main advise I can give is to be patient and remain calm. If you don't... it'll get miserable for everyone involved.

You pay rent, you have the right to complain. The LL has a duty to enforce the rules and provide you with a reasonably safe and reasonably quiet living space.  
 
Does your building have a super or caretaker? They should be able to handle the problem without ratting you out.
