snow removal

Now that all the snow has arrived, does anyone know why when the city plows the streets, they leave at least 2 or 3 feet from the curb? This reduces the width of the streets, especially when there is parking on only one side of the street, creating a big mess. Why don't they go right to the curb in the first place? Is this just on my avenue or all over the place?
