I think you do have to call in to downgrade. That annoyed me a bit when I had them. I'm on Bell at the moment (for cost savings, like others. Westman never called to try and counter the offer so I switched). Not sure if you can downgrade Internet speeds with them but I know you can add or remove TV channels and packages online.
On the bright side, if you switch you may not have to worry about losing your wcgwave email address. I moved everything and it still worked 2 months later. Still working now over a year after I disconnected.
