Why does this have to happen?

I know that it doesn't 'have' to happen but why is it that we are waiting so long to get our surgeries etc? I experienced this last year when I had surgery on my knee. I still have pain with it because of the cartilage that was damaged during the waiting period because I wasn't able to get it repaired for 6 months. In the U.S. I would have had it repaired almost immediately and would not have had the damage caused by walking on it while it was damaged for 6 months. Does anyone have a brilliant idea or strategy that we could use in order to speed things up in this country? We sure could use some good insights in order to improve our health care system today.
I don't want to sound like I don't appreciate our 'free' system I just think we could do things better and am wondering if anyone knows what can be done besides throwing more money around.
