Manitoba Division wants teachers re-imbursed for pet care costs

An interesting bit from the CJOB website..
The Prairie Spirit School Division is looking for it's teachers attending Manitoba Teacher Society meetings to be re-imbursed 15-20 dollars per day for pet care if it cannot be arranged while they're at said meetings.
They argue that:
"Some members may have responsibilities beyond child care or for dependant care that currently gets reimbursed. "

What do people think? Is this a necessary cost that should be paid or an extra that should be taken care of by teachers out of their own pockets? Is this something that should be considered here as well?
