Boissevain moving lagoon

The story is in the section here local news on ebrandon.
I don't live around there. The article says asking for funding from governments but will move lagoon anyway eventually.
They want to get it away from the town. yet will not reveal the new location. Which in away I understand if they are still looking at locations.
The question I have yes they want it away from their town but in moving what other homes/people will be affected by this move.
Lagoon smell goes a long way case in point Brandon lagoon.
Why do Boissevain residents have the right for a better quality of life over others that will be close to the new lagoon?
Especially considering it is their waste they will be smelling.
Like I say I don't live around there but I know I would be concerned if I did of the new location.
