Are they all out in town? Looks like each time I go to the store, they are out. Aren't they restocking these as they are very important for everyone right now.

I'm sure they're restocking them, but are being bought up immediately once put on the shelf. There's a number of products that are like that right now. It's also possible that the number for domestic use are down if production is being redirected to institutional use.  
 
I did, however, manage to snag toilet paper today! Yay!

It was reported on The Weather Network today that disinfectant wipes do nothing against covid 19 as it is a virus and wipes are only antibacterial. It was reported that soap and water or bleach are the truly effective cleaning products to kill the virus.

That is not what the health specialists are saying, and In think I will follow their advice as opposed to a weather forecaster.

The quote was that the wipes she had were not effective. Some have the required 60% alcohol. Some do not. Just make sure you are getting the wipes that will do that job you want them to do (if you can find them).

Has anyone seen bleach currently available in a store? I’ve been looking while out for groceries each week but haven’t been successful yet.

The first priority for these items are health Canada and then government facilities. What is left after that goes to suppliers based on population and risk centers.  
It could be a while before we see these items on store shelves.  
Bleach and Dettol are both good options for cleaning your home and nothing is better than soap and water for you personal hygiene.  
Purell and other sanitizers only distort virus, soap breaks it down.
