I, too, was interested about travel restrictions when passing through a region. I sent a request for clarification and this is what they sent. Sounds like stopping, especially for food, is frowned upon but still short of fine worthy.

As of June 21, 2020 - Anyone entering Manitoba from designated western Canadian jurisdictions (British Columbia, Alberta, Saskatchewan, and the Yukon, Northwest and Nunavut territories) or Northwestern Ontario (defined as west of Terrace Bay) is not required to self-isolate for 14 days if they are asymptomatic and have no known exposure to COVID-19. Travellers from all other Canadian jurisdictions will need to continue to self-isolate for 14 days, or for the time they are here if it is less than 14 days, after arriving in Manitoba. If you are east of Terrace Bay, Ontario (87.0966° W) you must self-isolate as per current public health orders. (

If you are east of Terrace Bay, you are required to self-isolate when in Manitoba. However, you are permitted to drive through. Checkpoints may be in place at this time to allow officials to make travellers aware of public health measures in place to slow the spread of COVID-19. They will not prevent you from entering the province.
When driving straight through Manitoba, please follow these recommendations:
. travel only with household members
. avoid unnecessary stops
. only visit health-care providers if necessary

We would also recommend that if you need to grab gas or other essential items such as groceries or medication, that you do it prior to entering into the Province in order to minimize the amount of stops you may need to make.
You are permitted to stay at a hotel or other residence. Upon arrival at the hotel, you must self isolate for the duration of your stay. You may leave your hotel to undertake essential errands, such as obtaining food or medication, only if it is not possible to have such items delivered to you. If you leave your hotel for an essential errand or to see a health care provider, you must maintain a distance of at least two metres from any person other than the health care provider, and minimize the amount of time you are away from your hotel and must return to it immediately after the errand.
