Bill C-32 has passed

The federal government has passed bill C-32. What does this mean? According to the info sheet I received to distribute to retailers, it states the following:
-As of April 6, 2010, ALL single unit favoured cigars and cigarellos will be banned from retail sale. These include anything sweetened with a flavour or containing a flavour enhancing additive (example: menthol). Anything currently at retail level at this time must be returned to the vendor or destroyed. Stores may continue to sell 20 pack units of certain flavours.
-As of July 5, 2010, ALL flavored cigars (packs and singles) will be banned for retail sale. Any stock must be destroyed or returned to vendor.
-Fines TBA. Retailers will face a fine on 1st offense, fine and licence loss or suspoension thereafter.
-The non-retailing public may still consume flavored sticks purched previously or from outside of Canada without penalty, but cannot sell to others.
-Smoke shops, specialty cigar shops, and duty free shops are NOT EXEMPT, and must comply with the ruling.
Keep in mind the American government is looking at similar legislation.
