What Does Zero Tolerance Mean Exactly?

What exactly does Zero Tolerance mean? What I thought it was must be wrong as children are being bullied in front of teachers & other staff and nothing is done to stop it.
My son is being bullied (physically and psychologically) and though some teachers at his school are trying to help him to be more resilient to the bullying, there was little done by other staff to prevent bullying from reoccuring.
