I will add that this family member does not use for recreational use and does not want a "high" so to speak. Just looking at the medical benefits as nothing else seems to be working.

Although there is supposedly a doctor in Brandon as of now (Oct 2017) who will issue a Medical Cannabis License, I am not aware of who he/she is or how to get a referral to him/her.
You should always contact your GP first and get all your medical conditions documented by your GP and confirmed by your GP BEFORE trying to obtain a License to Medical Cannabis. (If you've been healthy for the past X amount of years, and have a clean medical record, nothing on file/record)
This will speed the process up greatly if you are required to go through a Marijuana Consultant Company in order to get your License (Example: Because your GP won't prescribe Cannabis)

Alternatively if you're not in a rush, you could always just wait it out until July 1st 2018? (Or whichever date they pick for 2018) and see what happens with the Legalization of Recreational Cannabis / Marijuana.
