I can't speak to the arthritis thing - we give it to our dog for anxiety and pain following an injury, and it seems to work.
It's not specifically licensed for veterinary use here, so your vet will have to be somewhat sly about giving you advice.
The main thing is to make sure there is as close to zero THC as possible in the product, because dogs are a lot more sensitive than humans to that.
