Totally agree with you. So here's my guessamate, and only a guess in my situation.
Down my back lane, further to the neighbour,s yard my son says "did u accidently throw that garbage bag there when he dropped me off from grocery shopping. NO, not in the lease. So proceed to strole over there to pick it up to put in the garbage. Well, it was wripped opened, clearly doubled bagged in a plastic grocery bag. Oh my it was full of poop.
We get a some peeps checking our bins in our back lanes, so my thought was they thot something good would be in it ( only a guess) and proceeded to open it, quite the surprise they got. Closest place just to drop
it was across my back lane.
Went in the house to grab some disposible gloves, tied it back up and YES dumped it in the garbage bin along with my gloves... As it was our garbage day.
That is the only incident I've come across.
Cuz as you mentioned, no responsible pet owner would do that and I believe that.
