When do authorites step in when animals are not being properly cared for 50 cats , 40 dogs ?

They won’t step in unless they know there is an issue. I don’t think there is a set number.

Please call animal control if you think there is an issue. They can assess the situation and act accordingly.

Brandon’s Animal Control bylaw states: No person shall own, possess, or harbor any more than two dogs and two cats over six months of age.  
 
Should you experience difficulties with pets running free, please contact animal control 204-729-2345. Also, if your pet has gone missing and you wish to determine whether by-law enforcement has picked it up, please call animal control.

They will advise you on the rules for your RM!

Depending on the RM, their office may do nothing to assist you. For example, in the RM where I live, the 'Municipality Office' will only reply to animal concerns within town limits; and even then, they do not follow their own Animal Control Bylaws.  
 
If you have concerns about the welfare of any owned animal, whether pet or livestock, you should phone the Animal Care Line:

Toll free: 1-888-945-8001"  
 
You can also report by email. All reports are confidential, the person you are calling about will not be told your name, and you will not receive any information about what the outcome of the investigation was.
