Depending on the RM, their office may do nothing to assist you. For example, in the RM where I live, the 'Municipality Office' will only reply to animal concerns within town limits; and even then, they do not follow their own Animal Control Bylaws.
If you have concerns about the welfare of any owned animal, whether pet or livestock, you should phone the Animal Care Line:

You can also report by email. All reports are confidential, the person you are calling about will not be told your name, and you will not receive any information about what the outcome of the investigation was.
