Border Collie needs a home

I just got word that a lady I know who has fostered dogs for a long time is looking for a home for a 2 year old Border Collie.
The dog lived in a "normal" home that unfortunately was anything but normal.
Outside all the time in a cramped, caged area that looked out on a lovely big yard...no water on hot summer days, etc...just plain neglected and kept outside all of the time with no interaction.
Because of this, the dog is still very possessive about food, as he received very little and when he did, it was a major thing.
All in all, the dog is very lovely and has such great potential for a good home, although small children may not be a great idea, due to the dog's still-to-be-overcome anxiety about food possession, although he has come a long way and is a great and very smart pooch that will make someone a beautiful pet.
