Taking your dogs to the Dog Park................

Looking for opinions...
I take my two dogs to the Dog Park everyday. They are both well socialized and behave nicely. There are two people there regularly that are driving me a bit nuts.
The first is a lady who brings her two Cocker Spaniels. Nice dogs. However, she does not want them playing with any other dogs....ever. She gets really annoyed at the owners of any dogs that attempt to play with her dogs. She is there to play fetch with her dogs. She gets quite rude. Why would you bring dogs to the Dog Park if you don't want them to interact with other dogs? Does this seem odd to anyone else? She can be quite rude and we, along with the other dog owners, end up standing guard between all the dogs running around and her and her two dogs to make sure that none of the animals go near her.
Secondly, do you think that if you are bringing an animal to the Dog Park, it should be fixed? Puppies excluded. There is a very nice man who brings his 1 year old dog all the time. Nice dog but it tries to mate with everything in sight....constantly. The owner just sort of ignores what it is happening. In my opinion, only spayed/neutered animals should be at the park in order to control the pet population.
What do you guys think?
