This has never happened before but I fear that some day it will with all the dogs I see who are not on a leash:  
So you think your dog is so well behaved that you can just let him run out the front of your house to the car, or take your leash off and let him run around if your at the park or in a field(thats what the dog park is for).. if I were walking by with my dogs and your dog who isn't on a leash sees us and want to run over to say "hi", my older dog would not be impressed and probably growl and maybe bite depending on how close the dog gets. He is very protective over us (his owners) and would only do it in protecting us. I wouldn't want to be held responsible for your dog getting hurt because you were so silly to not have them on a leash.  
 
I don't care how well behaved you dog is, or that your just running out to your car or whatever... its the law! and I do not want to see any dog get hurt.
