Puppy training. Please help....needing your ideas!

We have 2 puppies, 1 is 1yr and 1 is 7ms. We had them totally trained to go outside to the bathroom, but now that it's cold outside they run out and cry to come back in and then after 2 minutes inside...THEY PEE!!! This is driving me crazy. We have left them outside longer hoping that they will go and sometimes they do, but still seem to pee inside. Has this happened to any of you and if so what can I do to fix this?? Any ideas greatly appreciated.
